One of my favourite albums period hasn't been mentioned yet. A relatively obscure band who had a couple minor hits is XTC. Probably their best known songs are "Making Plans for Nigel" and "Skylarking" - neither of which rate very high in my books, nor do they sound like anything from their masterpiece album called Black Sea. They never recorded anything else that comes close.
Frankly, I'm a little surprised no one has mentioned The Cure. "The Lovecats" is a great little slice of pure 80's cheese.
However, the best non-metal of the 80's was coming from bands like the Dead Kennedys and Black Flag. Canada's DOA gets an honourable mention.

if you look for the actual video to that song (along with "I Wanna Rock"), it features as the asshole antagonist the guy who played Douglas C. Neidermeyer in "Animal House" - who basically rehashes some of his movie lines as the overbearing father... and Dee even recites a couple lines from that flick at the tail end of the song, "You're all worthless and weak, now drop and give me 20" )
I have already seen the vid on google videos, it is great
